An attorney since 1973, Bill is President of William A. Spratley & Associates Inc., a public utility consulting firm representing public interest clients since 1993.  He coordinates the Going Solar National Consumer Project to assist state utility consumer advocates in understanding solar electric applications, and publishes a national journal on electric industry restructuring, the LEAP Letter.  Bill served as the State of Ohio?s Consumers' Counsel, 1977-1993, and was founding President of the National Association of State Utility Consumer Advocates (NASUCA).   He served on advisory boards of the U.S. Department of Energy under Presidents Carter, Bush and Clinton
