Midwest Wind Siting Project

Green Energy Ohio has partnered with RENEW Wisconsin, Center for Rural Affairs, Great Lakes Renewable Energy Association, and Clean Wisconsin under a grant provided by RE-AMP, to improve the siting environment for utility-scale wind energy in the Midwest; specifically Ohio, Wisconsin, Iowa and Michigan. A positive and productive approach to wind energy siting that supports, improves and responds to local communities, while also enabling utilities and other developers to effectively and efficiently unlock wind energy potential across our region, will help lead Ohio and other states to achieve their renewable energy goals.  Following are resources on utility scale wind energy siting in Ohio, made possible by this project.  For information on wind energy siting for all States involved in the project visit

Demand for utility-scale wind energy in Ohio began with the passage of S.B. 221 in 2008.  S.B. 221 contains legislation requiring Ohio's investor-owned utilities to supply 12.5 % of their retail electric from renewable sources, half of which has to be generated within Ohio.  Other wind friendly Ohio policies like S.B. 232, which allows counties to declare alternative energy zones thereby allowing for a payment in lieu of taxes on alternative energy projects, are keeping projects that otherwise could have been built in neighboring states in Ohio.  Currently, Ohio has 55 turbines online in Paulding County at the Timber Road II Wind Farm, another 167 are being constructed at the Blue Creek Wind Farm, and many other turbines are planned in projects across northeast and northeast Ohio.   Read more about the Timber Road II wind farm here:  Read more about the Blue Creek wind farm here:  For all things regulatory, visit the Ohio Power Siting Board's Renewable Energy Page.

Impacts of Wind Energy Development on Residential Property Values: A Green Energy Ohio Wind Energy Outreach Meeting
Wednesday, April 18, 2012, 7:00 pm – 8:30 pm
Community Education & Wellness Center, Room 111
Owens Community College
Findlay-area Campus
3200 Bright Road
Findlay, OH 45840
Green Energy Ohio and Iberdrola Renewables hosted a panel of expert speakers on the subject of the impact of wind energy development on residential property values at the Findlay campus of Owens Community College. Wind energy development is new to Ohio, and as such, raises concern especially when considering potential impacts to the value of Ohioan’s investments in their homes and property. Presentations (click speaker name to download presentation) on the impact of wind energy development on property values will be given by Dale Arnold, of the Ohio Farm Bureau, Emily Sautter of Green Energy Ohio, Jim O’Conner of Iberdrola Renewables, and Bill & Chet Straley of Straley Realty & Auctioneers. There will also be time for the panelists to field questions from attendees. This meeting is made possible through a grant from RE-AMP.

Lawrence Berkeley National Lab (LBNL) continued their research on property value impacts.  In August 2013 they published A Spatial Hedonic Analysis of the Effects of Wind Energy Facilities on Surrounding Property Values in the United States.

Seneca County Planning Commission Annual Meeting
Emily Sautter, Wind Program Manager at Green Energy Ohio was the featured speaker at the Seneca Regional Planning Commission Annual Meeting on January 19, 2012 at Heidelberg University in Tiffin, Ohio.
